Governments increasingly rely on AI systems to deliver public services. But these systems are rarely built in-house. Instead, they are purchased from private companies through public procurement processes. In a recent study, Emma Kallina and I explore how these procurement processes shape which AI systems enter the public sector and why they currently struggle to protect the public interest.
